Ningbo Maritime Safety Administration Issues Bulletin on the August 9 Ship Fire and Explosion Incident: Violations in the Transportation of Organic Peroxides Led to Major Losses

The Ningbo Maritime Safety Administration has released the investigation report on the August 9 fire and explosion incident involving the vessel “M” in Ningbo, Zhejiang Province, concluding that this major maritime accident was caused by violations in the transport of organic peroxides by the vessel, resulting in direct economic losses of approximately RMB 90 million.
Upon investigation, it was determined that on August 9, 2024, while the Liberian-flagged container vessel “M” was operating at Berth 2 of the Beilun Container Terminal at Ningbo–Zhoushan Port, a fire and explosion occurred in a container carrying tert-butyl peroxybenzoate (TBPB), an organic peroxide. The incident resulted in damage to several adjacent containers and to the vessel’s hull. This organic peroxide is thermally unstable; when heated, it readily decomposes, releasing substantial amounts of heat. The accident was ultimately triggered by violations in handling and segregation procedures.
The investigation report indicates that the shipping company and the shipper involved committed significant lapses in cargo declaration and stowage management, failing to rigorously implement the safety management requirements for the transport of organic peroxides. In light of these findings, the maritime authorities have issued safety management recommendations, calling on the relevant enterprises to fully assume their principal responsibilities, standardize the procedures for declaring and stowing dangerous goods, enhance crew safety training, and take stringent measures to prevent the recurrence of such accidents.
