Nationwide Special Campaign Launched to Crack Down on the Illegal Transport of Dangerous Goods in Private Vehicles; Fines of Up to RMB 100,000 for Violations Involving Flammable Liquids and Solids

Effective March 20, 2026, public security traffic management, transportation, and emergency management authorities nationwide will jointly launch a special campaign to enhance the safety of private vehicle trunks, with a particular focus on cracking down on the illegal transport of hazardous materials such as flammable liquids and flammable solids in private vehicles. Operators without the requisite permits who engage in such activities may be fined up to RMB 100,000; if their actions constitute a crime, they shall be held criminally liable in accordance with the law.
This enforcement campaign makes it clear that private vehicles without explosion-proof, anti-static, and leak-proof equipment, and lacking the requisite hazardous-materials transportation permits, are strictly prohibited from carrying or transporting any type of dangerous goods. Specifically, flammable liquids include bulk gasoline, diesel fuel, high-concentration alcohol, paint, and thinner, while flammable solids encompass solid alcohol, sulfur, and large quantities of disposable lighters. These everyday items, often overlooked, are all subject to rigorous inspection under this crackdown.
According to experimental data from the fire department, during summer, the temperature inside a sealed trunk of a vehicle parked outdoors can rise above 70°C within just 15 minutes. Loose gasoline can ignite upon contact with static electricity or sparks, and flammable solids such as solid alcohol are also prone to ignition through friction and impact, with potentially catastrophic consequences. Law enforcement authorities remind the public that any legitimate transport of hazardous chemicals must be preceded by an application for a permit from the public security organs and carried out exclusively by vehicles specially equipped for the transport of hazardous materials; under no circumstances should anyone take chances and engage in illegal transportation. It is reported that this targeted rectification campaign will be continuously advanced, employing a “online analysis and assessment combined with on-site enforcement” approach to severely crack down on all types of violations and thereby strengthen the safety barrier on our roads.
